Taken at face value, the comment that "black women keep black women down" points to the default understanding that a person is responsible for their own problems. I also think, that because of the current sensitivity to diversity, any mention of race is automatically called "racist," even if it does not adhere to the dictionary definition. It's in the same spirit as California omitting race when describing persons of interest in a crime investigation, because it can be "problematic." FYI; every time you hear someone use the word "problematic," it usually means they are full of $%#@.
