The current system lets smaller market teams compete by overpaying for talent. Sometimes you can throw "culture" or "coaching" as an extra benefit. You can also exploit the "home team" discount; people's preference to avoid change... ...but remember, Eli Manning forced the issue, while Buffalo had to bribe Mario Williams with 100million.
