#5 would be problematic if people start basing their treatment on the lowest bidder. It would have the consequence of increasing everyone's cost from skyrocketing malpractice insurance. A better solution would be to standardize procedures and prices, so the general preference would be decided by availability, and not affordability. Maybe even a profit sharing system similar to the NFL model. Instead of single payer, how about single provider? I know it would stifle competition, but how many people actually shop for hospitals?
