    Players can make muscles bigger but is there any way to make ligaments stronger ? I think it probably has to do with the fact that players are bigger and faster than ever and the ligaments are put under more stress, leading to more tearing.

As far as Lynch and or any Government officials, if they've broken any laws, they should be imprisoned, just like our President and his ties to Putin.
