I doubt Lee Evans not being on the team has anything to do with Stevie's asking price. Also, I find it hard to criticize either side considering we don't know how much is being asked for and how much is being offered. For comparisons sake however, Santonio Holmes signed for 5 years $50M this past offseason, Stevie had more yards per game and more TDs per game than Santonio last year. If the Bills signed him to that contract I'm sure some on here would light their hair on fire. Also, here's the actual quote from the "story" since it seems like some are making more of it that it is:

Buddy said in the interview today "they're trying to be ascending on everything they do, arrow always pointing up" to a question in reference to Evans and Hangartner. Gaither, McKinnie, and Gurode probably fit the "guys on the decline" mold as well.

I think that will be the point of their version of the wildcat and why Brad Smith is working with the QBs in practice. Chan has shown in the past he can be very creative with Wildcat plays (Thigpen reception for a TD in 2008). It's been said many times that the wrinkle that teams that use the wildcat need was an actual pass threat.

The one segment i thought was interesting was that he graded the coaching staffs, basically stated he knew nothing about the Bills staff, and then gave the verdict to the Chiefs.

Other way around, GB offered him a spot on their roster, he chose a fresh start with Bills over them.
