Hell, even Jimmy Carter helped screw things up.... Back then, both parties had it wrong on mental health... Wrong on the state level, and wrong on the federal level... Knee-jerk reactions to abuses in the mental health system led to many being underserved, untreated, incarcerated, and left in the streets to fend for themselves.
