There's a reason teams like the Pats and Ravens are near the top of list for receiving comp picks year after year - it was the plan all along. There are front offices out there that make a calculated effort to attain these picks, and it starts with a philosophy that most teams haven't adopted yet (or simply don't understand). The Pats will get their 3rd round comp pick this year and I guarantee you they will get their 3rd rounder next year for losing Revis (just one of the reasons that contract was for 2 years and not a 1-year hired gun arrangement) Manipulating the NFL's compensatory pick system to your advantage is the hallmark of an innovative front office today. If you investigate more into what some of these teams are doing, you will find that there are a handful of GM's in the league playing a high level game of chess.

Initially I thought he didn't know the mathematical odds of getting the 2nd pick. That's easy enough to explain. Now that I look back, it's obvious he thinks it won't work out simply because we're Buffalo. Every single QB in the draft has more value than Tuel. Tuel was released last year and he cleared waivers i.e. nobody wanted him. We're not "wasting" a draft pick on a "number four QB," we're using a pick on a guy that can be developed into a starter. And based on the garbage we have on this team at QB, it's probably not as big of a longshot as people think. And Roman didn't specifically say Tuel will get 1st string reps. Last year they didn't show the balls being picked. They just had a guy opening envelopes in reverse order that revealed the team logo of that pick. I remember because they had some babe walking around placing each pick on the board lol. They invited like 5 or 6 GMs from the teams with the top picks. With the prize being so big this year, I could see them inviting all the GMs from teams with a lottery pick.
