Nobody couldnt buy insurance before the law. They couldnt afford it before the law. Difference is after the law they couldnt afford it yet they had to buy it or pay the penalty. My nephew was laid off in the beginning of November 6 years ago. Took him 3 weeks to get unemployment. When he got his check he had to decide if he should pay for insurance and not eat or pay a fine the following year. 1 month without insurance cost him his tax return the following year.
