It's the GM's job to manage the entire organization towards being successful. That means having a plan and hiring the best people to implement that plan. If the GM's plan is to make everything green and he hires a coach that can only color in red and scouts that can only scout blue players, then there is essentially no chance of the green plan being successful.
Look at the AFC East. You have to have physical guys that can run, light up a TE, and bring the hammer down against the run. The new regime looks like they understand that the Patriots have and use a 2-TE offense.
Based on Buddy's comments, they obviously were targeting EJ and pulled the trigger rather than risk losing him. That means he was the QB that they wanted and they didn't have any other QB ranked anywhere near as high.
You can't really blame the QB when the ball hits the WR in the hands and he drops it. Graham was guilty of that. And what could be a bigger red flag than the Bills drafting another guy with the same skill set in the very next draft?
