All time? Johnny Green, Dan Darragh, Gary Marangi, Warren Rabb, James Harris, Joe Dufek, Ed Rutkowski, Kay Stephenson, and Matt Kofler. None of those guys completed even half of their attempts. Bad QBing and the Buffalo Bills are nearly synonymous. Drew Bledsoe was barely here and is one of the All-Time greatest Bills QBs, for Pete's sake.

Another element of the equation is that the whole free agency thing is a beauty contest of sorts. The Bills have been a struggling small-market non-factor for a decade. They have to go after free agents harder and with bigger wheelbarrows of cash than other teams. Despite that, they've have self imposed cash-to-cap which limits what they can do in free agency by limiting the total amount of bonus money they have to spend. (That's not to say cash-to-cap completely hamstrings them, because they can obviously put together a huge deal once in a while, ala Dockery, but they are not going to be like the Jets last season either.)

It's just waffle house double talk. "You need a guy that can block. You need a guy that can catch. You need a guy that can make plays. Life is a struggle. Finding great players is difficult. I love our guys. It's tough. It's hard to win in the NFL."
