This is a good question actually. There was another joke thread about how Curtis Modkins was the real brains behind the offense because he has the title offensive coordinator. No one with a clue would believe Modkins runs the Bills offense. Yet, by the same logic, there are many that lay the blame for all the defensive problems at the shoes of Edwards because he carries the title defensive coordinator and view Wannstedt, the assistant head coach, as a savior that is just chilling in the cooler on a block of ice, disengaged so far yet perfect for the job.
And that gets more to the OP... How is Buddy and Chan's plan of switching to the 3-4 defense looking at this point? It was as plain as the nose on his face that the Bills didn't have the players to run the 3-4 effectively, having been stocked with undersized Tampa-2 defenders by Dick Jauron and Marv Levy for 4 years. So, a successful switch required loading up on players that could play the 3-4 in the NFL and since the draft was the primary/only way to obtain new players... So far, the first draft class isn't exactly overachieving.
(I do agree that something had to be done, since the Tampa-2 wasn't working, btw.)
