What is the testing per capita when comparing Germany and the USA? That's the missing variable.

It did not catch everyone off guard. We should be testing more and widespread testing should have been available in the beginning of March - instead the administration promised us drive through testing locations at Wal-Mart parking lots and a website where you could find out if you need/schedule a test - neither of which happened. Until our death rate is below the 1% scientists have predicted Covid-19 should be, there is more we can and should be doing.

The variable that's forgotten here is the tone Cuomo and Trump project toward the media/the other side of the political spectrum. It's vastly different. When Cuomo is asked a tough question he sticks to the question. When Trump is asked a tough question he attacks the reporter.
