You are referencing a entirely different matter then when OBL was in plain sight and completely vulnerable to US attack and Clinton choose to ignore it.
And yeah I think the timing of his military action was highly suspect, given his situation domestically at the time. But he was commander in chief and the Republicans could not stop him, just criticize after the fact.
Worrying about opposing party criticism in national defense matters is a clear sign of a piss poor president, which of course Clinton was.
