We had dinner with a Steelers fan last night. We all have flaws. Couple years back I was walking with a tour group through a small Farmers market near Porto in Portugal. The question was whether the Bills mis-reported him as having a veteran rest day when he was actually not practicing due to the wrist The conclusion was no, he was actually having a veteran rest day and would have practiced otherwise. It's the Bills, not Hughes, that were under scrutiny since it's the club's responsibility to report injuries. It's the club's responsibility to report injuries, not the players. They are the ones who face fines or sanctions. If Brady concealed the injury from the club, that's between him and them.
