Whaley was not a cap guy. He was a good talent evaluator, so he sought input from Overdorf. Beane does evaluate talent (and sometimes I think has gaps in his game there) but he Runs the Show with the cap, and I think it's easier to hire talent evaluators and delegate that aspect, than it is to delegate cap management.

I'm highly ambivalent myself. We're now pretty long in the tooth on DL, and it's hard to develop young guys with veterans taking their snaps. OTOH no question but what the Bills had a better pass rush/pressure in 2019 than since. And I do love the man.

He's a highly successful NFL QB able to diagnose and pick apart an NFL defense, that doesn't happen without a high degree of intelligence.
