If I were the Bills GM I would try and sign RT Darryl Williams, G Ramon Foster and resign Jordan Phillips.
Try to trade down maybe with the Redskins for their 1st and 2nd. Then at 15 I select TE TJ Hockenson, he is the next Gronk and if we pass and the Patriots get him we will suffer for the next 10 years. Then in round 2 I would select WR Hakeem
Butler and C Bradberry.
Love to roll out a WR crew of Butler, Foster, Jones and McKenzie (or maybe a Tavon Austin) and Hockenson and Croom at TE.

This should be the primary assessment that the Bills need to consider whether to move down or not .., not the compensation..
If Josh Allen is still there it doesn’t really matter what they get offered to move down ( I hope)..Perhaps an extreme example, but what if they love someone and he is still there at 9? Shouldn’t they just take him?

The free agency and draft are to fill needs and add depth. If Beene is not thinking about filling primary needs by any means available he should be fired.

Problem with your scenario is Bengals take the LB the Steelers would trade up for. A trade down with Skins would net us a 1st and 2nd and to balance the value the Bills would have to give up a 4th.
Bills would then have Pick 15, 40, 46, 74
Kind of prefer a potential Steeler trade down

I'm sure Brandon Beene is looking at many different trade scenarios. Based on the list of Prioritized needs:
Interior OL
WR
TE
DT
RB
Lets assume Bills add RT Darryl Williams, a WR let's say a Chris Conley, a TE possibly a Jesse James or one of the Bengals FA and maybe a DT and a RB such as. TJ Yeldon
Nice FA haul that could fill some of the holes on the roster.
The reason I think a trade down with the Steelers is viable is they need a sideline to sideline LB and would need to get in front of the Bengals to get a shot at LSU stud Devin White.
If two QB's go in the top 8 I think white would be available at pick 9.
This Would give the Bills to choose between letting the Steelers move up and seeing if the Bengals make us an offer to let them go up and get the LB they desperately need.
I think we tell the Steelers they can make the deal if they offer their 1st Pick 20, 2nd Pick 52 and 3rd pick 83 and we offer our 1st 5th to balance the numbers using the 2019 draft value chart.
Now at 20 we probably have our pick of the WR group. Maybe Risner or Cody Ford is available, possible that TJ Hockenson may still be their.
The Bills would have Pick 20 on day 1, picks 40, 52, 74 and 83 on day 2.
I would with those picks take a WR, OL, TE, RB and DT, the order is who is the BPA at the time the pick comes up and the positional depth.

Draft a guy in in the mid rounds, use a late rounder as a flyer and get rid of the old guys. They offer nothing but name recognition.
Yes because I'm sure that Nick Chubb was have been a 1200 yard RB behind that magnificent offensive line the Bills fielded. OJ Simpson, Walter Payton, Eric Dickerson in combination in their primes would have problems rushing for 1000 yards behind the garbage and line coaching last year.

A couple of weeks ago there was some discussion on the Bills in negotiation with Jordan Phillips. Then the Bills signed Lorenzo to a one year deal and I've heard nothing else on Phillips.
Hoping somebody has some updated information.

I agree, I don't like this class at all and Allen is so much more in the area of arm talent, size, speed and attitude. He would be the hands down number 1 QB in this draft.

Love Deebo, I'm thinking if we could pull off a deal to move down and also get Redskins 2nd we could really make major strides. The picks would be tied to our FA moves of course. I'm assuming a pair of OL, a WR and TE at a minimum and also a resigning of Jordan Phillips at DT.

It's funny, in watching the senior bowl game I saw Jones stock drop as I believe his arm strength is meh and although he has intangibles don't think he is going to be looked at as a 1st round pick. Lock I believe has an NFL arm but needs development time.

Looking at the current situation with Alex Smith (out for 2019) and probably done I see a possible trade down now for the Bills.

FA - Bridgewater, Tyrod Taylor
Potential FA - Nick Foles
Will be traded - Joe Flacco, Blake Bortles
Will they be moved? Dalton, Tannehill
Teams with QB needs:
NY Giants
Jacksonville
Denver
Washington
Bengals and Dolphins probably keep what they have.
Betting Bridgewater goes to Jacksonville
Giants to draft Haskins
Do Redskins reach out to trade for Flacco or look for a QB in the draft.
If the trade comes to be, Bills get pick 15 and Redskins 2nd

Hakeem Butler at 40

The Carr contract is done, the Raiders can live with him and start to build their team with all the draft capital they have.
Bills must be major players in free agency on the offensive side of the ball to set-up the draft

If you follow the coaching dominoes with QBs, it wouldn't be shocking to see:
Tannehill - Cincy - Zac Taylor was with Tannehill in Miami the first 4 years of his career.
Andy Dalton - Washington - With Alex Smith's status very doubtful, Jay Gruden knows Dalton from their time together in Cincy
Miami - A true wildcard, they could go QB early, they could bring Bridgewater to his hometown, or they could bring in Foles, a guy Brian Flores saw perform very well in the SB.
Flacco - maybe he takes 1 year make good deal in Jacksonville? Like I said, the Jags cap situation is ugly, they may be forced into keeping Bortles and drafting a QB high.

I didn't know the connection to Tannehill with the new Bengal HC.
Jacksonville could be forced to either trade up ahead of the Giants or get 2nd QB drafted.
See 3 or maybe 4 in first round, Haskins, Lock, Jones with Murray the wildcard.
Foles may stay in Philly with all things considered and it's possible Bridgewater goes to Miami.
Could see Dalton in Washington and that leaves Flacco. Where does he go when all the cards are shuffled?
In any case to me a team coming up from behind us to get a QB is a very slight possibility.
Broncos, Redskins and Dolphins all have established QB's and I assume Jones and Murray will still be their when they draft.

Jonah Williams may be a high level guard at the NFL level, not built to play tackle. Risner has greater position flexibility.

The draft value chart shows the 9th pick at 1350 points, the 14th pick at 1100 points, Atlanta's choice in the 2nd round is worth 400 points. The Bills in a deep draft could do very well with 5 picks total in rounds 3 & 4 and could dangle some of them to move back up into the 2nd round

As far as OP mentions with the starting line, I'm more and more willing to entertain Dawkins moving to the interior. I like the idea of Risner as well. I'm not sure D. Williams could seal the LT, but I'd imagine something along the lines of Williams/Dawkins/Paradis,Morse,Kalil/Teller/Risner. Wildcard FAs like Glowinski, JuWann James, or others come into play for a mix up. But assuming we're able to land 1-2 of the above, one of which capable of holding the left edge, I would really like to see what Dawkins can do from the interior as I think we've had Richie's replacement all along. Teller may develop into this role, but for now his ceiling is still unknown and development dependent.
There's a million ways to address the OL hypothetically, but FA will ultimately determine who stays and goes. But should we trade back, depending on with whom and what we get back, I could see Risner making his way over here and addressing a skill position with the next pick (WR/TE). But should they stay, I could see BPA value at DL.
Honestly one scenario I can see is a Dawkins move inside to guard. Then we would need two tackles in FA, still start Teller and draft Risner at play C with Bodine and Botteger as depth
