The bill eliminates pay caps for VA employees as well as authorizing bonuses and $40k/year in student loan forgiveness. I don't see either as a problem, I just found your assertion that soliciting whistleblowers is odd to be kind of silly on its face. I did my time in a snitch unit, we had posters up encouraging people to report internal malfeasance and bad acts in the workplace. Granted, these are all general, blanket solicitations but as a matter of course you're trying to compile as much evidence as possible in any case that may require disciplinary measures.

It’s specifically soliciting information regarding protected class discrimination in the state workplace. That’s literally whistleblowing.

In the great state of NY there is a monthly email soliciting whistleblowers who witness discriminatory actions against protected class individuals sent to every employee. Presumably this justifies the several dozen full time salaries at the GOER ADID who otherwise do nothing.

I used to do this with baseball cards as a kid. One time I got a rookie card for a guy I'd never heard of but I liked his name or something so I sent the card with a self-addressed stamped envelope and a little letter about how I was nine and in little league and wanted to be a pro pitcher like him. Turned out he was back in the minors but the MLB team forwarded the whole thing to him, he signed it with a gold sharpie and wrote me a letter back. Made my year!
