Stanford, while certainly among the elite universities is obviously high cost and part of that is that they now have more employees than students. When done well it is a legitimate law enforcement strategy to gain intelligence into potential criminal organizations. There's some question as to how often the FBI does it well but it does have a very good track record in some other agencies, DEA good example.
