‘Perhaps the biggest holdup with the MOU coming together and getting finalized is negotiations regarding the community benefits agreement. However, there have been no updates on the progress of negotiations since late July after members of the negotiating party signed a non-disclosure agreement, barring them from speaking on the matter.

‘”There may be a failure on the part of police to cooperate with the civil suit, so the attorney for the victim decided to go first. Or the lawyer wasn’t getting the kind of response that he wanted from authorities and elevated the pressure by filing the civil litigation,” he said.’

But upon first glance at the MOU, Legislators tend to like what they see.’

‘The overall total share of public financing from taxpayers in this deal adds up to 60.7% of the funding required to build the stadium in Orchard Park across the street from Highmark Stadium on Abbott Road.’
