Bills’ plan for draft is very flexible
‘They traded down from No. 14 to No. 21 to take cornerback Nate Clements in 2001 and dealt the 14th pick to New England in 2002 for quarterback Drew Bledsoe. The Bills regained a first-round pick last year in the Peerless Price trade with Atlanta and surprisingly took running back Willis McGahee with the 23rd pick.’

You don’t even want to think about a high school kid and his ability. Would there be an exception here and there? There always is. Herschel Walker may be one; Randy White. The Bills Discuss Their Outlook For The Draft
‘Donahoe says the club doesn’t necessarily have to get a man that will play right away. He did mention that they already have a franchise quarterback in Drew Bledsoe, but they want to draft another one. Donahoe said if a franchise quarterback was available between picks ten and 13, it would be hard to turn that player down.’
